Texas Mother and stepfather are charged for tying down and tattooing 2 children.

27-year-old Meagan Farr and 23-year-old Gunner Farr are being charged with injury to a child and unlawful restraint. These charges come after the biological father dicovered his 9-year-old and 5-year-old had been tattoed. One on the foot and another on the shoulder.

The father said when he asked Meagan Farr about it she laughed and drove away. He then called CPS and reported it and an investigation was started.

The information uncovered in the investigation alleges that the children were tied down with rope and their mouths covered with tape and a rag over their eyes while the tattooing happened. It additionally states the parents later tried to hide what they had done by cutting, scraping and scrubbing the areas with lemon juice.

Zavalla Police Chief James Denby says the tattoo kit used has been turned over to investigators. The owner stated they had loaned it to the Farrs' but had no idea it would be used on children.

Meagan Farr is being held on a $ 60,000 bond. Gunner Farr is being held on $35,000 bond.
