 House Committee Orders Urgent Renovation of Dilapidated Rivers State Secretariat


The House of Representatives Ad-Hoc Committee on Rivers State Emergency Rule has issued an urgent directive for the immediate renovation of the dilapidated Rivers State Secretariat complex and the relocation of civil servants working in hazardous conditions.


The order came after an emergency inspection tour led by Committee Chairman, Prof. Julius Ihonvbere, who assessed the Secretariat and the stalled Rivers State House of Assembly project. A statement issued by the State Administrator’s media aide, Hector Igbikiowubo, on Friday described the Secretariat’s condition as “more deplorable than facilities in war-torn Gaza.”


Prof. Ihonvbere highlighted severe structural hazards, including weak floor tiles, leaking roofs, exposed electrical wiring, and the absence of basic amenities such as functional toilets, drinking water, and furniture. He declared the 6th and 7th floors “unfit for human occupation” due to life-threatening conditions, ordering their immediate closure and the emergency relocation of staff to safer office spaces.


The committee also mandated a comprehensive renovation of the entire Secretariat complex and a review meeting with contractors handling the delayed State House of Assembly project, which is now expected to miss its September completion deadline. The government will convene an emergency meeting with contractors to enforce strict supervision and potential sanctions.


While condemning the infrastructure failures, Prof. Ihonvbere praised civil servants for their resilience in working under “unconscionable conditions,” particularly those on the upper floors. He described the current state as “gross workplace endangerment” and demanded immediate alternative accommodations for displaced workers, a transparent bidding process for renovation contracts, and weekly progress reports to the committee.


The State Government, under Vice Admiral Ibok-Ete Ibas, is expected to begin compliance measures within 48 hours, according to the statement.
