Awka is set for a major urban transformation as the African Development Bank (AfDB) advances implementation of its Africa Cities Programme. This move aligns directly with Governor Chukwuma Soludo’s agenda to build a “liveable and prosperous smart megacity” through planned infrastructure, order, and sustainable development in the capital territory.
As part of the programme, an AfDB delegation arrives the Anambra State capital, Sunday, June 14, 2026. Acciona, the international urban planning and infrastructure consulting firm appointed by the bank, will lead a comprehensive assessment of the city. The exercise supports Soludo’s push for data-driven urban planning and disciplined land use.
Dr. Ossy Onuko, Managing Director/CEO of the Awka Capital Territory Development Authority (ACTDA), said the visit marks a significant step in Awka’s emergence as a competitive, investment-ready African city. He noted that ACTDA applied to join the programme in 2024, consistent with Soludo’s directive for ACTDA to enforce the Awka Master Plan and attract strategic partnerships.
According to him, the programme focuses on strengthening urban planning systems, building institutional capacity, and expanding access to infrastructure financing. Awka was officially admitted in April 2026 after meeting key requirements in governance, development potential, and institutional credibility, with support from the Anambra State Government and the Federal Ministry of Finance — key pillars of Soludo’s “Triple-Helix” development model.
Dr. Onuko added that Acciona will collaborate with ACTDA and other stakeholders to conduct a city-wide diagnostic study and develop a City Action Plan. The plan will guide future infrastructure projects and investment opportunities across the capital territory. The programme’s current phase of data gathering and technical assessments is expected to boost Awka’s investment readiness and accelerate its rise as one of Africa’s leading modern cities, in line with Soludo’s goal of making Anambra the preferred destination for living, working, and investment.
