DOLLY PARTON RETURNS TO PUBLIC EYE TO CELEBRATE OPENING DAY AT DOLLYWOOD . (PHOTO).
Deputies with the Wayne County Sheriff's Department responded to a DV call at a residence in rural Cisne, at approximately 12:20 a.m. on Sunday, February 22nd.
As deputies spoke with the victim, the full extent of the evening's chaotic and dangerous events were revealed.
According to the victim, 40-year-old Ryan Musgrave, had become heavily intoxicated over the course of the evening. At some point during the evening, Ryan misplaced his bag of methamphetamine. The victim did not know that he had this baggie. Reportedly, this misplaced baggie caused Ryan to spin out in a spiral of rage that would end in gunfire and ultimately, Ryan's arrest.
Ryan reportedly assaulted the woman and while hitting her, Ryan kept repeatedly yelling, "Where is my bag of meth?"
At some point, the victim was able to break free from the violent encounter and attempt to run to her vehicle. This was complicated by injuries sustained, causing her to limp to her vehicle.
Despite her injuries and Ryan's pursuit, the victim was thankfully able to make it to her vehicle. During her entire dash for freedom, it is reported that Ryan threatened to take her life and the lives of her parents.
Once inside of the vehicle, Ryan attempted to make good on his threats as he fired multiple rounds into the rear of the vehicle.
When deputies made contact with the victim, they were able to document what appeared to be multiple bullet holes in the vehicle as well as a shot out rear window.
Ryan had fled the scene before deputies arrived. However, deputies soon located him at his own residence at approximately 5 a.m. Sunday morning. Ryan initially attempted to flee from deputies, but after a short pursuit that was contained to his property, he was taken into custody. The fleeing/eluding charge has also been dropped. Deputies recovered a firearm from his vehicle at the scene of the arrest.
Ryan Musgrave was initially charged with attempted m*rder, aggravated domestic battery, aggravated discharge of a firearm, and fleeing or attempting to elude.
He was booked into Wayne County Jail, pending a court appearance for today. The family and even law enforcement did not believe that he would be released before today. The family understands that law enforcement cannot control when someone is released.
However, when the family of the victim learned that Ryan was released yesterday on an ankle monitor, they became fearful. They stated that they do have the victim in a safe place and she will never be alone.
They were also disappointed when they learned the charge of attempted m****r had been dropped. It also appears his charge of aggravated domestic battery has been reduced to just a simple domestic battery charge. The fleeing and eluding charge also appears to have been dropped.
Due to the fact that Ryan has a close relative that has worked at the State's attorney's office for some time, a special prosecutor is being brought in from Springfield. Charges may be adjusted again.
Our thoughts are with the victim and her family. We hope they see the justice they deserve.
When this story was initially announced, a family member did comment that Ryan has family and they should be remembered at this time because they are upset.
The victim's family member that we spoke to stated that Ryan was normally a nice guy but "he becomes a different person when intoxicated". They want the public to know that they believe this is completely unacceptable behavior and he should be charged just like anyone else would be if they did this exact same thing. A woman being shot at after being beaten is obviously always a very serious case. The victim is traumatized.
