FRIDAY, DECEMBER 5TH, 2025, – THE RANDOLPH COUNTY SHERIFF’S OFFICE HAS ANNOUNCED THE ARREST OF 43 YEAR OLD, CARRIE J. KELLEY OF SPARTA, ILLINOIS. KELLEY WAS ARRESTED ON WARRANTS FOR 2 COUNTS OF THEFT OF PROPERTY OVER $1,000,000 (CLASS X FELONY), 1 COUNT OF WIRE FRAUD (CLASS 3 FELONY), AND 4 COUNTS OF FRAUDULENT FILING OF ILLINOIS INCOME TAX (CLASS 4 FELONY) RANDOLPH COUNTY INVESTIGATORS WERE NOTIFIED IN FEBRUARY 2024 OF A POTENTIAL THEFT PERTAINING TO MEDSTAR AMBULANCE INC. THROUGH A LENGTHY INVESTIGATION, IT WAS DISCOVERED THAT MONIES TOTALING A VALUE OVER $1,000,000 WERE TAKEN OVER THE COURSE OF SEVERAL YEARS. KELLEY WAS AN EMPLOYEE OF MEDSTAR AMBULANCE INC. DURING THIS TIME. ILLINOIS DEPARTMENT OF REVENUE INVESTIGATORS ALONG WITH THE ILLINOIS ATTORNEY GENERAL’S OFFICE ASSISTED IN THE INVESTIGATION. ON FRIDAY, DECEMBER 5TH, 2025, MEMBERS OF RANDOLPH COUNTY SHERIFF’S OFFICE AND ILLINOIS DEPARTMENT OF REVENUE ARRESTED KELLEY ON HER WARRANTS WITHOUT INCIDENT. KELLEY WAS TRANSPORTED TO THE RANDOLPH COUNTY JAIL AND RELEASED TO CORRECTIONAL STAFF. I WANT TO CREDIT THE INVESTIGATORS WHO CONTINUED TO WORK ON THIS CASE AND BRING A CLOSURE TO IT. Kelley was arrested on warrants for 2 counts of Theft of Property over $1,000,000 (Class X Felony), 1 count of Wire Fraud (Class 3 Felony), and 4 counts of Fraudulent Filing of Illinois Income Tax (Class 4 Felony) Randolph County Investigators were notified in February 2024 of a potential theft pertaining to MedStar Ambulance Inc. THE LADY THAT LOCKED A BOY IN A DOG CAGE HAS BEEN ARRESTED BY THE POLICE.{PHOTOS}.

      The police say it has arrested Onyinye Mbadike, a 24-year-old who was caught on camera locking a young boy in a cage harbouring fierce dogs.
Bala Elkana, Lagos State Police public relations officer, made this known in a statement released on Thursday.
Contrary to reports that the incident took place in Nsukka, a town in Enugu state, the crime occurred in Aguda, Lagos.
Dolapo Badmus, who is the PRO for Zone 2 Police Command, said the boy who is an orphan has been taken to a secured shelter.
“The Gender Unit traced the suspect to Chumpe Liquor Store, Surulere and her residence at Aguda,” the statement read.
“The suspect admitted that she is the one on the viral video flogging the child with a belt, but she denied locking the survivor in a cage with dogs. That she only locked him in an empty dog kennel where bags are kept.
“She claimed to have locked up the Boy for a few hours before bringing him out. She alleged that the boy took a hot drink in their refrigerator and was misbehaving.
“That he smashed the side mirror of her Toyota Camry with stone which made her detain him in the dog kennel. Investigation revealed that the survivor lost his parents and was brought to Lagos in 2012 from Anambra.”
According to the police, the boy is Mbadike’s cousin.It happened in Aguda, Lagos.More photos below.
