 AU urges de-escalation as fighting displaces over 180,000 in South Sudan’s Jonglei state The Chairperson of the African Union Commission called for immediate de-escalation and strict adherence to South Sudan’s 2018 peace agreement, as renewed fighting in Jonglei State displaced more than 180,000 people and raised fears of further civilian harm. In a statement, African Union Commission Chairperson Mahmoud Ali Youssouf said he was deeply concerned by the deteriorating security situation in parts of the country, particularly Jonglei, where escalating violence and inflammatory rhetoric have put civilians—including women and children—at heightened risk. South Sudanese authorities estimate the number of displaced in Jonglei at more than 180,000, the United Nations humanitarian agency OCHA said last week.  Festive Season: ARTMA Issues Riot Act To Transporters In Anambra


The Anambra State Road Traffic Management Agency (ARTMA) has issued a public notice to all bus drivers and tricycle riders (Keke) operating on Upper-Iwe­ka-Owerri road and across the entire state to henceforth comply with stipulated traffic rules and regulations to avoid impound­ment and other penalties for defaulters as the festive season approaches.


Managing Director and Chief Executive Officer of ARTMA, Engr. Okonkwo Emeka-Kon­ti, who read the riot act to all transporters in the state, said as the festive season sets in, trans­porters must play by the rules to ensure sanity and orderliness on the roads as strict sanctions would be unleashed on erring motorists.


The riot act as signed by the ARTMA MD reads: “This is to inform all commercial bus driv­ers and tricycle operators plying the Upper Iweka – Owerri Road and across the state that, with immediate effect, the following regulations are now in full en­forcement: Use of Designated Parks Only. All bus drivers must henceforth load and offload pas­sengers only at approved and designated parks.


“No section of the road is to be used as a motor park under any circumstance.


“Compliance by Transport Companies: All transport com­panies operating along this axis must ensure that their vehicles load behind proper barricades, safely positioned behind the drainage.


“Any vehicle found loading on or directly beside the drainage will be impounded.


“Guidelines for Tricycle (Keke) Riders: Keke riders are permitted to pick and drop passengers only when properly parked on the road shoulder.


“Any attempt to convert any part of the roadway into a park or permanent loading point will lead to immediate enforcement action.


“Festive Season Traffic Man­agement: As the festive season approaches, the Owerri Road re­mains a major gateway into the state. It must remain free-flowing and decongested at all times.


“Penalties for Violators: Any bus or tricycle found violating these directives will be impound­ed for seven (7) days. There will be no option of fine.”
