 Algeria gifts Niger four military helicopters Niger's military has received four military helicopters and other equipment gifted by Algeria, airport and security sources told AFP on Tuesday. Arriving in the Nigerien capital Niamey on Sunday, the shipment included four attack and transport helicopters, spare parts, maintenance equipment and ammunition, an airport source said. Niger's air force chief of staff, General Salifou Mainassara, formally received the donation on Monday at a ceremony attended by Algerian military officials, a security source said. The delivery comes as Algeria and Niger strengthen security ties after moving earlier this year to repair relations that had been strained for months following the downing of a Malian drone in Algeria last April. The incident triggered a diplomatic row, with Niger joining Mali and Burkina Faso in recalling its ambassador from Algiers. Somali Immigrant Charged With Murder After Fatal Shooting Outside Portland ICE Facility


A Somali immigrant is facing murder charges after a man was shot and killed early Tuesday morning in front of the U.S. Immigration and Customs Enforcement facility in Portland.


Mahmoud Said Ali, 42, who lists Mogadishu as his hometown, was arrested early Saturday and booked into Multnomah County Jail on charges of second-degree murder and unlawful use of a weapon.


According to Portland Police, the shooting occurred around 4:10 a.m. near the intersection of South Bancroft Street and South Macadam Avenue. The victim, 41-year-old Anwar A. Osman of Portland, was shot multiple times. His vehicle then rolled downhill and crashed into a building. Officers located Osman inside with gunshot wounds and pronounced him dead at the scene.


Police said the two men knew each other and that Ali fled following the shooting. He was taken into custody Friday evening after the department’s Special Emergency Reaction Team and crisis negotiators located him.


Authorities stated the incident does not appear to be related to any ICE operations and that the location’s proximity to the federal facility appears to be coincidental.


The case is adding to ongoing debate over crime and immigration in Portland and other major U.S. cities.
