One of the key components of the Chief of Army Staff's vision which is to have a professionally responsive Nigerian Army in the discharge of its constitutional roles is the welfare of troops and their families. The effective actualization of the vision is largely hinged on the provision of the welfare needs of the Nigerian Army personnel especially of the soldiers and their families. It is in line with this that the COAS in his own wisdom initiated and financially and morally supported the Barracks Investment Initiative Programme for the skills acquisition and empowerment of Nigerian Army personnel and their families so as to be self relient, to ear an income or have gainful employment thereby reducing or eradicating poverty in line with the policy or desire of the federal government of Nigeria.
To properly key into the COAS' vision, the Commander 23 Brigade Brigadier General Sani Mohammed initiated and completed the Ultra Modern Entrepreneurship and Skills Acquisition Centre comprising of Tailoring, weaving, barbing, canteen management, bakery and blocks making sections among others.
