ANIMAL TORTURE: A MAN ARRESTED FOR STRANGLING A DOG. (PHOTO).

🚨Animal T*rture Arrest🚨


Lancaster, Ky (October 29th, 2024) - The Garrard County Sheriff’s Office was contacted by Bluegrass 911 at 2:00pm regarding an animal that had it's life purposefully taken by Haigan Penman (28), Lancaster. 


Upon arrival it was determined the Penman, used a plastic bag and a strap to strangle a dog until it passed away. 


Penman then discarded the dog into a nearby ditch. 


Penman was charged with one count each of Cruelty to Animals 2nd degree and Torture of a Dog. He was lodged in the Jessamine Co Detention Center.
