Abia Assembly Passes 37 Bills in Two Years, Boosts Governance and Welfare

The Abia State House of Assembly has passed 37 bills within its first two years, according to Speaker Mr. Emmanuel Emeruwa. The disclosure was made on Tuesday during a press briefing in Umuahia, marking the achievements of the eighth assembly, inaugurated in 2023.

Emeruwa highlighted key legislation, including the Abia State Appropriation Law of 2023, the Greater Aba Development Authority Law of 2024, and the Abia State Pensions Reform Law of 2024. Other notable bills include the Abia State Security Trust Fund Law (2024), Abia State Electricity Law (2025), Abia State Senior Citizens Law (2025), and the Abia State Local Government Administration Law (2025).

The Speaker emphasized that the assembly has focused on people-friendly laws, institutional reforms, participatory governance, and sustainable development. “I thank my colleagues for their quick understanding and the harmonious relationship we’ve enjoyed,” he said, noting a historic milestone in May when 18 bills were assented to in a single day—a feat he believes is unprecedented in Abia and possibly Nigeria.

Emeruwa confirmed that Governor Alex Otti has assented to all bills, making them enforceable. He argued that Nigeria’s challenge, including Abia’s, lies not in the lack of laws but in their implementation.

Among the standout laws, the electricity bill empowers the state to regulate power, fostering industrialization and attracting investors to establish electricity companies and power stations. The Senior Citizens Law, catering to residents aged 60 and above with monthly stipends, free medical care, and other benefits, was hailed as a pioneering effort. “I don’t think any other state in Nigeria has passed such a law, as senior citizens deserve support for their medical and life needs,” Emeruwa added.
