The Calvinia Magistrate’s Court has convicted Dawn Celeste Pieterson (45) on nine counts of fraud and two counts of contravening the Birth and Death Registration Act.
The crimes took place between February 2019 and September 2022 while Pieterson was employed at the Department of Home Affairs in Calvinia. As part of her duties, she had access to the national population register, which she abused for personal gain.
Investigations revealed that Pieterson took out funeral policies with reputable insurance companies and listed herself as the beneficiary. To claim the benefits, she falsely registered people as deceased by issuing fraudulent BI-1663 death forms.
The victims, who were still alive, were recorded as deceased in the system, causing severe disruptions in their daily lives.
The case has been postponed to 26 January 2026 for sentencing.
