Panda Express to pay $1 million in California CO2 settlement

Panda Express has agreed to pay approximately $1 million in a settlement in Riverside County, California, resolving claims related to the handling of carbon dioxide at its restaurants. The judgment includes civil penalties, supplemental environmental projects, and reimbursement of costs.

California authorities alleged that Panda Express, which operates around 500 locations in the state, did not properly train employees on safely handling carbon dioxide or detecting leaks from tanks and soda fountain lines, as required by state law. Businesses are also required to notify local authorities once such training is completed. Officials noted that while carbon dioxide is commonly used and safe when handled correctly, improper handling can displace oxygen in the air, posing serious health risks or even death.

Prior to the settlement, Panda Express updated its training and reporting practices. Under the agreement, the company will pay $881,925 in civil penalties, $100,000 for supplemental environmental projects, and $75,000 for cost reimbursement. Separately, the chain has invested in reducing carbon dioxide emissions by implementing a system to manage HVAC and lighting across its restaurants in 2024.
