A 12-YEAR-OLD BOY DROWNED AFTER 3 OUT-OF-CONTROL DOGS CHASED HIM INTO A LAKE. HE WAS SEEKING SAFETY FROM THE VIOLENT DOGS AND SADLY PASSED AWAY. NOW, THE OWNER OF THE DOGS IS ON THE RUN.(PHOTO).


 A 12-year-old boy drowned after 3 out-of-control dogs chased him into a lake. He was seeking safety from the violent dogs and sadly passed away. Now, the owner of the dogs is on the run.


Fernando Moreno was at Central Park in California City, California, with his little sister on June 18th. Unfortunately, 68-year-old Kenneth Dobbins had also chosen to spend time at the very same park with his 3 unleashed dogs.


Kenneth'a dogs would cross paths with the  two children on that Thursday evening, and the consequences would be terrifying and fatal.


Officers with California City PD received a call regarding a "motionless person in the water" at Central Park. When officers rushed onto the scene, they made a heartbreaking discovery.


Fernando Moreno was retrieved from the bottom of the lake. He was unresponsive, and officers began life-saving measures  immediately.  Fernando's 8-year-old sister was found nearby suffering from serious dog bite injuries. Dogs are not even permitted to be in the park.


Fernando and his sister were  rushed to separate hospitals for treatment.  Doctors fought to save Fernando until the early morning hours of June 19th. Sadly, he passed away at approximately 3 a.m.


While interviewing witnesses, police learned that the three dogs owned by Kenneth Dobbins had aggressively began chasing the children. Fernando's sister had not been able to escape and suffered severe injuries after being attacked by the three dogs. 


Fernando had been able to escape the dogs but sadly paid a fatal price. With the dogs right behind him, Fernando had chosen to jump in the lake. 


While on scene on the day of the incident, witness statements led officers directly to Kenneth. However, when questioned, Kenneth told officers his dogs were with him the whole time and were not involved in the incident. 


Officers did not take Kenneth into custody on June 18th. After the death of Fernando Moreno, a warrant was issued for Kenneth Dobbins. 


When officers attempted to serve the warrant, they discovered Kenneth had fled with his dogs. Kenneth is a transient individual who moves often. 


Authorities report that one of the dogs has been seized by the Los Angeles County Sheriff's Department. There is no report as to the circumstances leading to the seizure of the dog. 


At this time, Kenneth Dobbins and his other two dogs, are being sought by law enforcement. 


Kenneth is described as a convicted felon and transient with ties to the area as well as areas surrounding Palmdale, California. 

Kenneth is tall, standing at 6' 6" and 250 lbs. He has gray hair and brown eyes.
