Man arrested after explosive device found in carry-on bag at Sacramento airport, federal authorities say

A 49-year-old Sacramento man has been arrested and faces a federal charge after an explosive device was allegedly discovered in his carry-on bag at Sacramento International Airport, authorities said.

Kimani Osayande Jones was taken into custody Saturday after attempting to pass through a security checkpoint, according to federal officials. At the time of the incident, he was reportedly wearing a scarf covering his face and latex gloves, according to a security agency statement.

Authorities said a search of Jones’ carry-on bag uncovered what was described as an M-type improvised explosive device, along with a torch lighter capable of igniting it. The bag also contained a knife, scissors, scissor blades, an aerosol can and zip ties, according to an affidavit.

Investigators said Jones was traveling with five cellphones. One phone allegedly displayed a 15-minute timer ready to start, while another showed a message reading, “we will be awaiting your call,” according to the filing.

Bomb technicians removed the device and determined its powder and fuse were “viable and energetic,” authorities said. Officials warned that if detonated on an aircraft, the device could have caused significant structural damage and possible cabin depressurization.

Jones has been charged federally with unlawful possession of explosive material at an airport. If convicted, he faces up to five years in prison and a $250,000 fine. He is being held without bail at a county jail under a federal hold.

Officials said his checked luggage, which was screened before being loaded onto a flight to North Carolina, did not initially raise concerns. However, a later inspection of the aircraft’s luggage in Charlotte using specialized dogs also found nothing suspicious.

According to investigators, Jones had previous contact with law enforcement and a reported history of paranoia. Records also indicate he contacted an FBI tip line multiple times this year, including on the day of his arrest, claiming he was being threatened and intimidated.
