 Don't heat up the polity, Gov.  LAGOS SECURES STRATEGIC POWER PURCHASE AGREEMENTS TO BOLSTER ENERGY SECURITY


The Lagos State Government has signed Power Purchase Agreements (PPAs) with Mainland Power Limited, Fenchurch Power Limited, and VIathan Engineering Limited. 


The Lagos State Governor, Mr. Babajide Sanwo-Olu, witnessed the signing ceremony at the Lagos House, Marina, alongside the Honourable Attorney-General and Commissioner for Justice, Mr. Lawal Pedro (SAN);  Honourable Commissioner for Energy and Mineral Resources, Mr. Biodun Ogunleye; Special Adviser to the Governor on Public-Private Partnerships, Mrs. Bukola Odoe, as well as representatives of the three Power Plant Companies.


This initiative underscores the State Government’s commitment to decentralising and stabilising electricity supply across Lagos State through sustainable and innovative solutions.


Speaking at the event, Governor Sanwo-Olu described the agreements as a critical component of the administration’s broader urban renewal agenda. He noted that the partnerships are designed to eliminate persistent power outages, enhance energy reliability, and create a more conducive environment for businesses and residents.


The Governor further described the development as a milestone in Public-Private Partnerships (PPPs), commending Mainland Power Plant Limited for its consistent performance since 2015. He encouraged all partner organisations to remain committed, innovative, and efficient in delivering on the Independent Power Producer Procurement (IPPP) framework.


In his remarks, the Honourable Commissioner for Energy and Mineral Resources highlighted the strategic importance of the Mainland Power Plant, located in Ikeja GRA. He noted that the plant, with an installed capacity of 8.8MW and a contracted capacity of 5.8MW, remains a critical component of Lagos State’s embedded generation network. The facility supplies reliable electricity to key areas from Ikeja to Oshodi, including critical infrastructure such as LASUTH, LASURA, and other strategic substations.


He added that the Viathan Engineering - Island Power Limited / Peninsula Integrated Power Project (Lekki and Marina Power Plants), with a combined installed capacity of 21MW (6MW in Lekki and 15MW in Marina), also forms a vital backbone of power supply on Lagos Island. The Lekki plant operates a hybrid system of natural gas and diesel, while the Marina facility runs on a dual-fuel configuration, ensuring flexibility and reliability.


These plants are expected to provide dedicated electricity to high-impact public infrastructure, including the Lagos State Government House, the Deputy Governor’s Residence, Lagos Island General Hospital (Odan), and Lagos Island Maternity Hospital.


Similarly, the Fenchurch Power Limited/Aggregate Utilities Limited concession agreement is intended to reposition the Akute Independent Power Plant as a major energy hub for the State. With a base contracted capacity of 26MW and expansion potential, the plant is currently undergoing comprehensive rehabilitation and upgrade after years of inactivity.


Upon completion, the facility will restore power to surrounding communities and support key infrastructure, including the upgraded Adiyan Water Works operated by the Lagos State Water Corporation.


This concession reflects the State Government’s commitment to revitalising dormant assets, leveraging private sector expertise, and delivering reliable and scalable power infrastructure.


Through these partnerships, Lagos State moves closer to achieving its vision of a 24-hour economy, ensuring improved electricity access for residents and businesses alike.


The PPAs are expected to deliver both immediate and long-term benefits, including increased generation capacity, improved grid stability, reduced reliance on the national grid, and enhanced support for industrial clusters and small and medium enterprises (SMEs). Ultimately, the initiative will improve public welfare through a more reliable power supply and safer, better-lit communities.
