A COMMUNITY IS FILLED WITH OUTRAGE AND FRUSTRATION AFTER A BELOVED TEACHER WAS KILLED WHILE ON THE PHONE WITH 911, BEGGING FOR HELP. (PHOTO)

 A community is filled with outrage and frustration after a beloved teacher was killed while on the phone with 911, begging for help.  The man who took her life has a VERY lengthy criminal history. A prosecutor attempted to have him involuntarily committed a month ago. This is a tragic and frightening story outlining a wonderful woman's last terrifying moments and the systematic failures of a court system that allowed a deranged man to be free to take her life. Zoe Welsh (pictured below) made a frantic call to 911 on the morning of Saturday, January 3rd. As Zoe was on the phone with dispatch, the intruder entered her home and violently attacked her.  Zoe fought back as hard as she could.  Officers with Raleigh PD arrived at Zoe's home on Clay Street in Raleigh, North Carolina, at approximately 6:30 a.m. Sadly, it was too late for Zoe.  Responding officers found Zoe suffering from critical injuries. PRESS RELEASE COMMUNITY POLICING CONSTABULARY SCHEME VOLUNTARY, NOT PAID EMPLOYMENT - Scheme Meant for Gainfully Employed Individuals  The Nigeria Police Force, due to the imperativeness of addressing and clarifying issues surrounding the recent protest of Community Policing Constables in Ilorin, Kwara State, wishes to state unequivocally that the Community Policing Constabulary Scheme of the Force is a purely voluntary service commenced by the Federal Government to train and incorporate individuals with prior paid employment who desire to spend their spare time assisting the police in its simple police tasks within their various communities.
