Biden Commutes Death Sentences, Reinforcing Opposition to Capital Punishment


President Joe Biden has commuted the sentences of 37 out of 40 federal death row inmates, converting their penalties to life imprisonment without parole. This decision excludes high-profile cases such as the Boston Marathon bomber, Dzhokhar Tsarnaev, and the perpetrator of the 2018 Pittsburgh synagogue shooting, Robert Bowers. Biden's move aligns with his long-standing opposition to the death penalty, reaffirming his belief that it should be abolished at the federal level. The commutation affects those convicted of severe crimes, including murders committed in prison or during robberies, but Biden emphasized that his action was not meant to downplay the victims' suffering.


Biden's clemency actions come amid heightened political contrasts with former President Donald Trump, who reinstated federal executions in 2020 and indicated his intention to expand the use of the death penalty. Biden's administration has imposed a moratorium on federal executions and, in addition to the death row commutations, has issued pardons and sentence reductions for thousands of nonviolent offenders. However, Biden's decision does not impact state-level death sentences, and executions continue in some states. This move is part of Biden’s broader criminal justice reform agenda, which also includes pardons for his son, Hunter Biden, amidst a wider context of executive clemency.
