Convicted war criminal Lubanga announces new rebel group in east Congo A convicted war criminal based in Uganda has announced a new rebel movement intent on toppling the government in eastern Congo's Ituri province, creating another potential security threat in the war-scarred region, Reuters reported. The formation of the Convention for the Popular Revolution (CPR) by Thomas Lubanga, an Ituri native, comes as Congo's army faces an unprecedented advance by Rwandan-backed M23 rebels elsewhere in eastern Congo. The International Criminal Court secured its first conviction against Lubanga in 2012 on charges of recruiting child soldiers and sentenced him to 14 years in prison. He was released in 2020 and President Felix Tshisekedi appointed him to a task force to bring peace to Ituri.  Action Follows Expiration of Mandatory Served Notices

The Lagos State Ministry of the Environment and Water Resources on Monday commenced the removal of all contravening structures under the System I drainage channel midstream (Odo Iya Alaro) Ojota and Ogudu.

The removal exercise, which followed the expiration of several served contravention notices on the property owners, was carried out by operatives of the Drainage Enforcement and Compliance (DEC) with security backup from the Task Force on Special Offences and other agencies.

The Ministry had also explored consultative stakeholdersā€™ meetings that involved members of the Legislative Assembly, one of which was held on December 21, 2023, to find possible solutions.

At one of such meetings convened by the Commissioner for the Environment and Water Resources, Tokunbo Wahab, with House of Assembly members representing. Kosofe I, Hon. Sanni Okanlawon in attendance, none of the property owners could provide evidence of titles to the structures built on the drainage right of way.

While speaking at that meeting, the Commissioner reiterated that in the absence of valid titles, all the structures on the System I Right of Way would have to go, adding that the State government also discovered that while contravention notices had been served, some of the property owners continued with the construction in an open display of impunity.

He stated that it is advisable for those who voluntarily remove the contravening structures and fences to do so before the state government officials move in with their equipment.

He explained that the enforcement exercise will address the issue of perennial flooding which has led to avoidable damage to properties and caused fatalities in some instances.
