Convicted war criminal Lubanga announces new rebel group in east Congo A convicted war criminal based in Uganda has announced a new rebel movement intent on toppling the government in eastern Congo's Ituri province, creating another potential security threat in the war-scarred region, Reuters reported. The formation of the Convention for the Popular Revolution (CPR) by Thomas Lubanga, an Ituri native, comes as Congo's army faces an unprecedented advance by Rwandan-backed M23 rebels elsewhere in eastern Congo. The International Criminal Court secured its first conviction against Lubanga in 2012 on charges of recruiting child soldiers and sentenced him to 14 years in prison. He was released in 2020 and President Felix Tshisekedi appointed him to a task force to bring peace to Ituri. CALIFORNIA MAN CRASHED INTO A PLOT OF LAND USED TO HOUSE ANIMALS AND WENT ON AN ARMED RAMPAGE TAKING THE LIVES OF 81 ANIMALS. (PHOTO).

A California man purposefully crashed his truck into a plot of land used to house animals and went on an armed rampage taking the lives of 81 animals.

Vicente Arroyo, 39-years-old, is facing charges after a disturbing Tuesday morning incident where he callously took the lives of 81 animals.

According to reports, Arroyo used multiple firearms to take the lives of 14 goats, nine chickens, seven ducks, five rabbits, 33 cockatiels and parakeets, a pony, a horse and two miniature horses.

The incident occurred around 3:25 a.m. Tuesday morning in Prunedale, CA. On that morning dispatchers began receiving multiple 911 calls reporting shots being fired at a lot near a vineyard. When officers arrived on scene they could hear repeated gunfire and ordered a shelter in place for a 5 mile radius. They were eventually able to enter the lot in an armored vehicle, where they took Arroyo into custody without incident.

Officers on scene discovered Arroyo's crashed pickup with 8 different firearms inside. It was determined Arroyo lived in a camper at the vineyard next door to the lot. The lot owner and  the owner of the animals, who rented the lot to keep their animals on, are choosing to remain anonymous.

A search warrant was executed on Arroyo's residence. They retrieved seven additional weapons including two ghost guns and approximately 2,000 rounds.

Some of the animals survived the initial onslaught but had to be euthanized due to the severity of the wounds.

Vicente Arroyo is being charged with animal cruelty, illegal possession of an assault weapon, willful discharge of a fire arm with gross negligence as well as many additional charges.

His attorney, William Pernick, is concerned about his client's mental competency and has asked for a mental health evaluation. There is no clear motive for his attack on the animals at this point.
