Andy Burnham meets Keir Starmer as front-runner to become next British prime minister
Newly elected Member of Parliament Andy Burnham met on Tuesday with Prime Minister Keir Starmer, the man he is widely expected to succeed, as Britain prepares for a swift transition of power. Burnham has emerged as the commanding front-runner in the upcoming Labour Party leadership race and may ultimately face no opposition.
The political reshuffling follows Starmer’s announcement on Monday that he will step down within weeks. His two-year tenure, which began with a landslide victory in July 2024, has recently been undermined by persistent missteps and policy errors. These include a highly criticized decision to appoint Peter Mandelson as the U.K. ambassador to the United States, as well as a general failure to jumpstart economic growth, fix struggling public services, and lower the cost of living. Consequently, Labour has hemorrhaged support to the Green Party on the left and Reform UK on the right. Starmer's departure marks the sixth time a British prime minister has resigned outside 10 Downing Street in the decade following the nation's vote to exit the European Union.
Burnham, a veteran former Cabinet minister who served as the mayor of Greater Manchester from 2017 until this year, secured a seat in Parliament via a special election last week with the explicit purpose of launching a leadership bid. His path to the premiership cleared significantly on Monday when former Health Secretary Wes Streeting, previously viewed as his most formidable challenger, officially endorsed his campaign.
While details of the Tuesday meeting between Starmer and Burnham were kept private, Starmer assured his Cabinet that he intends to facilitate an orderly and supportive transition. The outgoing prime minister will maintain his schedule—including an expected trip to the NATO summit in Turkey on July 7 and 8—but is legally barred from introducing major new policies or spending initiatives. Ahead of that summit, the government is still slated to publish a highly anticipated defense investment strategy, a document that prompted the resignation of Defense Secretary John Healey earlier this month. The ongoing political instability has already triggered international ripple effects, forcing the postponement of a key U.K.-European Union summit previously scheduled for late July.
Under the British parliamentary framework, a governing party can replace its leader and the prime minister without triggering a national general election, which does not need to occur until 2029. Formal nominations for the Labour leadership open on July 9 and close a week later. Potential challengers must secure backing from at least 81 Labour lawmakers to enter the race. If Burnham remains the sole candidate, he could take office as prime minister as early as July 17. If an opponent steps forward, a compressed campaign will culminate by September 1.
While Burnham is highly popular for his charismatic approach and his track record of regenerating Manchester, some party insiders are pushing for a competitive race to force a public debate. Burnham's broader national economic strategy, which he terms "Manchesterism," remains largely unmapped, though he is scheduled to deliver a major policy speech next week. Potential alternate candidates include senior Cabinet minister Darren Jones and former Armed Forces Minister Al Carns, though neither has officially entered a race that many fear could exacerbate internal party divisions.
