 Two Florida men are facing charges after leaving a vest on their dog for so long that it had to be surgically removed.  The victim, in this case, is a small dog named 'Teddy', who was adopted in September of 2025 . At that time, Teddy was placed in his "Forever Home" when Michael Borowski, and Nestor Guanzon adopted the lovable pup.  However, it appears that single altruistic action was the limit for these two men, who are now facing charges of  third-degree aggravated animal cru*lty.  According to official reports, Teddy's condition, which was causing "constant intense pain", was discovered during a lie.  On May 12th, Michael Borowski placed a call to animal control, claiming Teddy had suddenly "become aggressive".  He wanted to surrender Teddy back to animal control and resisted any attempts to mediate the problem.  NERC RELEASES 28 BILLION NAIRA TO DISCOs FOR METERING BAND "A & B" FREE


The Nigerian Electricity Regulatory Commission NERC has approved the release of twenty eight billion naira from the Meter acquisition fund to Electricity Distribution Companies to Meter all outstanding unmetered band 'A' and 'B' customers 


The funds will be allocated in proportion to the respective contributions of the distribution companies under tranche B of the intervention 


In an order released by NERC, all the Meters to be procured and installed under the Meter acquisition fund framework shall be provided free to band 'A'  and 'B' tariff customers 


NERC directs all distribution companies to complete the installation of the Meters under the tranche B of the Meter acquisition fund by 31 December 2025


The intervention under the Meter acquisition fund is part of the commission's deliberate efforts to close the metering gap in the country and it will run concurrently with other interventions including presidential metering initiative
