 “No electricity, no vote,” South Africans threaten to shun ruling party ANC Residents in Katlehong, a township outside Johannesburg, have resolved to boycott South Africa's upcoming local elections on November 4 due to long-standing failures by authorities to provide basic services like electricity. For over 20 years, around 180 households in the community have relied on illegal electrical connections pulled from neighboring areas to power their homes. Angry over the lack of formal grid infrastructure, residents are directing their frustration at the ruling African National Congress (ANC). "We have made a collective decision: no electricity, no vote," said community leader Lesiba Rankapole, 59. "We know it is illegal, but we had no choice because we cannot live without electricity. PARENTS ARRESTED 12 HOURS AFTER THEIR CHILD WAS FOUND WANDERING IN THE ROAD WITHOUT ANY CLOTHES ON. (PHOTOS).

 Parents arrested 12 hours after their child was found wandering in the road without any clothes on.


Police in Owensboro, Kentucky were called about a child wandering in the road Friday night. Once on the scene, officers discovered an unclothed non-verbal child.


Police then began an hours long investigation to figure out where the child came from. During the entire 12 hour investigation time the child's parents never reached out or reported their child missing.


Eventually the investigation led them to a home on Danberry Street where they found the parents, Summer and Benjamin Harding. Police report the home was completely uninhabitable and it was clear the child was physically mistreated and neglected.


Both parents were taken into custody and are being held on $45,000 bonds.
