TW- Quortney Kley was a happy, funny and smart 20-month-old baby when Cayce Williams ended her young life after sexually assaulting her.
This horrible incident occurred in Elgin, Illinois on February 25th, 1997. When it happened, it was all over Chicago news so you may remember it. Quortney's convicted killer is out of prison and not staying at the address that he has listed on the official s*x offender list. He is one of many that get away with this. Illinois law states that s*x offenders can only be away from their listed s/o address for 3 days without reporting it or facing consequences. Quortney's mom, Margaret "Gretta" Morgan, reached out to me to tell her daughter's story, and the upsetting aftermath that is rarely spoken about; many dangerous s*x offenders are not where they claim to be.
Cayce Williams was 23 years old at the time of this crime. He stated that on February 25th, 1997, he had put his 'manhood' inside of baby Quortney's mouth. He told investigators that Quortney began to cry and he tried to make her stop. Cayce drove a lifeless Quortney to the hospital and told E.R. staff that Quortney "fell out of bed and he found her unconscious."
The staff noticed severe bruising on Quortney's face and head. A bite mark was discovered on the baby's stomach.
Quortney was deceased. Life saving measures were given but it was too late. Quortney suffered a nightmare end. She was s*xually assaulted. It appeared she was possibly penetrated in her bottom, during her autopsy. Cayce denied this, but admitted the mouth r***.
Quortney passed away from extensive blunt force trauma to her head. It is believed she was stomped in the head. She also suffered asphyxiation. Quortney fought hard for her life.
Cayce Williams served a 24 year sentence and was released in February, 2021. A community alert was issued upon his release. His listed address of 6655 South Perry Ave in Chicago is NOT where he resides. He resides 60 miles away. Gretta, Quortney's mom, has informed State Police and other parties that Williams is not staying at his listed address.
I asked Greta if she had any clue that her boyfriend at the time would be capable of doing something like this; she answered, "Hindsight is 20/20 unfortunately but really no I would have never guessed he would have done this. He had an angry streak but it was never towards children. Sometimes when we would argue he would try to scare me by acting like he was going to hit pedestrians or he would drive fast to scare me. But it was always towards me.
Now that I know everything, yes I can see how he could do this and I believe he would do it again if given the chance."
Gretta and Cayce actually had dated in high school. Cayce was her first real boyfriend. They broke up and Gretta got married and had children. She noticed very shortly after her divorce that all of a sudden she was seeing Cayce Williams out and about, wherever she went. She thought that maybe it was a sign of some sort. She only learned later that shockingly, Williams was stalking her and that was why she kept seeing him. He has threatened to stalk her again. However, there isn't any permanent no contact order in place although Gretta was led to believe there would be one.
"I'm still scared of him. He is not supposed to be anywhere near me. I have another daughter that he is not supposed to be around but because they will not act on the permanent no contact order, he could literally move right across the street from me and I do not think that is fair for victims," Gretta shared.
Gretta is hoping that people will speak to their own victim advocates as well as law enforcement if they know that s*x offenders are listing fake addresses and not staying there.
"The place that Cayce claims to live at is only a 12 unit apartment building, yet between 80 to 100 sex offenders claim to live there all at the same time. That is physically impossible. With that many registered offenders claiming to live there they would have to live together in the apartments which is actually against the law.
These individuals are just listing this address and other fake addresses while staying wherever they want; and not letting the public know where they are actually at for our own protection," Gretta added.
I will share the community alert flyer in the comment section. I do hope that individuals that are supposed to list where they live for the safety of the public are held accountable for listing fake addresses. Gretta has informed everyone that needs to know and she has received no response back.
Quortney will be remembered for the spunky, funny and loving little girl that she was until her life was ended much too soon. Rest in peace, Quortney Kley.
