Residents in a Kansas neighborhood outraged at a man who takes daily walks completely in the nude. Police say they are powerless to stop him. An entire neighborhood in Arkansas City, Kansas are airing their grievances with a neighbor with an unusual habit. The residents say a man has been taking walks completely nude for almost 2 years. They are frustrated because despite personally confronting the man and trying to reach out to law enforcement, he continues his nude walks. One resident points out the fact that there are children in the neighborhood... including her own minor granddaughter. She contends it's disrespectful and children should not have to see a grown man nude. As for police, they say the mans actions are technically legal and they are not able to put a stop to it.
