Putin woos African leaders at showcase summit, says Russia is better partner than 'colonial' West President Vladimir Putin told African leaders on Wednesday that Russia was their best partner, accusing what he cast as a colonial West of still trying to exploit the continent's resources and using debt to hold back development, Reuters reported. The Kremlin chief was speaking at the third Russia-Africa Summit in Moscow, a two-day event attended by African leaders and government delegations from 48 countries, during which he will hold one-on-one talks with many of the 22 individual African leaders attending on everything from trade to security, arms deals and grain supplies. According to sources,a man hanged himself in front of a Chinese bank this morning after not being able to cope with losing money to telephone scams.The man,known only by his surname of Xiong,lost more than 10,000 Yuan {£1,043} when he recently became a victim of fraud in Henan Province,central China.His lifeless body was found hanging in full view of the public outside the Agricultural Bank of China in the city of Xinxiang this morning.According to the report,Mr Xiong lost the money two days ago after he received a telephone call that turned out to be a scam.He transferred more than 10,000 Yuan to the criminal behind the scam through the Agricultural bank in Xinxiang where he was found.It's understood that the money was Mr Xiong's savings which he had brought from hometown Zhoukou to Xinxiang a month ago in order to start a small business.He contacted the police and the bank as soon as he realised he had been conned.But this morning he went back to the bank and committed suicide after he was allegedly unable to cope with his loss.Mr Xiong hanged himself right outside the front doors of the bank,by the time the police had turned up to remove his body a crowd had gathered around him.One of the pictures taken at the scene show a person kneeling down in front of Mr Xiong,but it has not been reported whether or not this person is a friend or relative.Police soon removed his body from the front of the bank and are investigating the incident.One month photo below.
