 “No electricity, no vote,” South Africans threaten to shun ruling party ANC Residents in Katlehong, a township outside Johannesburg, have resolved to boycott South Africa's upcoming local elections on November 4 due to long-standing failures by authorities to provide basic services like electricity. For over 20 years, around 180 households in the community have relied on illegal electrical connections pulled from neighboring areas to power their homes. Angry over the lack of formal grid infrastructure, residents are directing their frustration at the ruling African National Congress (ANC). "We have made a collective decision: no electricity, no vote," said community leader Lesiba Rankapole, 59. "We know it is illegal, but we had no choice because we cannot live without electricity.  Blue cards set to be introduced in football


Blue cards are set to be introduced in professional football as part of sin-bin trials. 


This will mark the first new colour of card widely used in 50 years.


There are currently only yellow and red cards used in football.


But the report claims that on Friday, the International Football Association Board, IFAB, will announce the revolutionary move.


It is part of new measures that will see players removed from play for 10 minutes, if they commit a cynical foul or show dissent towards a match official.


Players would now be sent off if they receive two blue cards in a match or a combination of a blue and a yellow.


Elite trials could begin this summer, although top-tier competitions will be excluded from initial testing.
