The female who caught this shocking incident says she first noticed Elliot following her around. After evading him, she began to do some snooping of her own. When she saw him approaching an unsuspecting woman she began filming.

In her cell phone video you can see Elliot placing his phone on the floor under a crouching woman's skirt while she is looking at merchandise.

Beside posting the disturbing video online to warn others, the woman also immediately alerted local police, who then came to the store and arrested Elliott after seeing evidence of his crime. (Pictured below- right)

Elliot worked as a volunteer for Pitt County Schools, whom say they have terminated their involvement with the suspect. Open Door Church also issued a statement indicating they had fired Elliot, however it is unclear what position he held in the church.

Elliot posted a $5,000 bond and was released.
