 Constitutional Council confirms Djibouti president's 97% vote win Djibouti's President Ismail Omar Guelleh was officially confirmed as winner of a sixth straight election with a final tally of 97.01% of the vote, the Constitutional Council said on Tuesday, AFP reported. Guelleh, 78, has governed the strategically important country in the Horn of Africa since 1999. Initial results a few hours after the April 10 vote showed he had taken 97.81%, against just one opponent. "In this election, President Guelleh obtained 97.01 percent of the vote, for a total of 204,874 votes cast. His main opponent, Mohamed Farah Samatar, received 6,318 votes, or 2.99% of the total," Djibouti's official press agency said, citing the Constitutional Council. Strategic location Djibouti borders the Bab-el-Mandeb Strait, which provides access to the Red Sea from the Gulf of Aden, through which passes a large portion of trade between Asia and the West.  Togo sets date for delayed parliamentary elections


Tension has been building over a proposed constitutional reform which will allow the National Assembly to directly elect the president.


Togo has rescheduled legislative elections for April 29 after delaying the ballot over a highly contested constitutional reform, a government statement said on Tuesday.


Elections had been set for April 20, but the government postponed them saying consultations were needed over the reform, which opposition parties called a bid to keep President Faure Gnassingbe in power longer.


"Date for the legislative and regional elections: Monday, April 29," a statement from the presidency said after a cabinet meeting on Tuesday.


The constitutional amendment has triggered discussion over the rule of Gnassingbe. He has been in power since 2005 after succeeding his father, who governed for three decades after a military coup.
