 “No electricity, no vote,” South Africans threaten to shun ruling party ANC Residents in Katlehong, a township outside Johannesburg, have resolved to boycott South Africa's upcoming local elections on November 4 due to long-standing failures by authorities to provide basic services like electricity. For over 20 years, around 180 households in the community have relied on illegal electrical connections pulled from neighboring areas to power their homes. Angry over the lack of formal grid infrastructure, residents are directing their frustration at the ruling African National Congress (ANC). "We have made a collective decision: no electricity, no vote," said community leader Lesiba Rankapole, 59. "We know it is illegal, but we had no choice because we cannot live without electricity.  Kentucky mom facing charges after forcing her 10-year-old daughter to stay in dog cage for days at a time.


Shelia Mann maintains her innocence and contends "it's all a misunderstanding". She stated she is in fact a victim after her daughter alleged extensive abuse to the investigators.


During an interview with detectives, the 10-year-old girl claimed her mother Shelia Mann had forced her to stay in a dog cage for days at a time. During the interview she also disclosed that her mother had threatened to  take her life and had placed her hands around her throat obstructing her breathing and causing her throat to be injured for days after the incident.


Mann is facing charges of unlawful imprisonment, strangulation and criminal abuse. The 10-year-old girl has been placed in the care of foster parents.
