Abia State Secures FEC Approval for $125 Million IsDB Financing for Infrastructure Project

The Abia State Government has announced that the Federal Executive Council (FEC) approved a $125 million Islamic Development Bank (IsDB) financing facility for the Abia State Integrated Infrastructure Development Project during its meeting on Wednesday, August 13, 2025. The approval, described as a major milestone, paves the way for a transformative infrastructure initiative aimed at modernizing the state’s road networks and urban centers.

In a statement issued on Thursday by Ukoha Ukoha, Chief Press Secretary to Governor Alex Otti, the government detailed the project’s $263.8 million total cost, comprising $125 million from the IsDB, $100 million from the African Development Bank (AfDB), $15 million from the Canada–Africa Development Bank, and $23.8 million in counterpart funding from the Abia State Government. The statement noted that the AfDB and Canada–Africa Development Bank agreements are already signed, with the IsDB’s approval being critical to unlocking the integrated co-financing structure.

The IsDB financing will fund the construction of approximately 126 kilometers of roads in Aba, 35.57 kilometers in Umuahia, and a link road connecting the two cities, alongside critical erosion control measures. Upon completion, the project is expected to reduce travel times in Abia’s busiest urban corridors, create over 3,000 jobs, lower greenhouse gas emissions, improve access to social services, and attract private sector investment.

The project, owned by the Abia State Government and executed through the State Ministry of Works, will be overseen by a State Steering Committee, with procurement adhering to IsDB guidelines. Disbursements will be made directly to contractors and consultants.

Governor Otti hailed the approval as a testament to his administration’s commitment to modernizing Abia’s infrastructure, revitalizing urban centers, and promoting sustainable development. He expressed gratitude to President Bola Tinubu, the National Assembly, Finance Minister Wale Edun, the Secretary to the Government of the Federation, the Attorney General of the Federation, and IsDB Vice President Dr. Mansur Mukhtar for their roles in securing the facility.

“This landmark project will complement our ongoing efforts to modernize Abia’s transportation network and position the state as a hub for sustainable economic growth,” Otti said, underscoring the initiative’s alignment with his vision for enhanced connectivity and economic competitiveness in Abia.
