 “No electricity, no vote,” South Africans threaten to shun ruling party ANC Residents in Katlehong, a township outside Johannesburg, have resolved to boycott South Africa's upcoming local elections on November 4 due to long-standing failures by authorities to provide basic services like electricity. For over 20 years, around 180 households in the community have relied on illegal electrical connections pulled from neighboring areas to power their homes. Angry over the lack of formal grid infrastructure, residents are directing their frustration at the ruling African National Congress (ANC). "We have made a collective decision: no electricity, no vote," said community leader Lesiba Rankapole, 59. "We know it is illegal, but we had no choice because we cannot live without electricity.  Father charged with vehicular manslaughter after toddler drowns in floodwaters

A California father has been charged with vehicular manslaughter after his 2-year-old son died in floodwaters last month.

The incident occurred on Sept. 18, when authorities responded to reports of a car swept away by floodwaters. The driver, 26-year-old Brandon Padilla-Aguilera, and his son, Xavier, managed to escape the vehicle but became separated. Xavier was found dead the following day after a search by emergency responders and volunteers.

Court documents filed Tuesday charge Padilla-Aguilera with vehicular manslaughter with gross negligence and child abuse under circumstances likely to cause serious injury or death. The complaint alleges he caused his son’s death while driving.

Padilla-Aguilera was arrested at his Barstow home on Friday. Prosecutors confirmed they are pursuing vehicular manslaughter and child abuse charges. His defense attorney denied guilt during his first court appearance, and he is scheduled to return to court next week.
