Trump issues pardon to former Republican congressman Stephen Buyer after insider trading conviction    President Donald Trump has issued a full pardon to former Republican congressman Stephen Buyer, who served nearly two years in prison after being convicted of insider trading tied to post-congressional consulting work. Buyer was sentenced in 2023 to 22 months in prison for illegal stock trades made while working as a consultant and lobbyist. He was ordered to forfeit more than $350,000 in ill-gotten gains and pay a $10,000 fine.  U.S to host DRC, Rwanda officials for talks on stalled peace efforts, sources tell Reuters

The United States has called senior officials from the Democratic Republic of Congo and Rwanda to Washington this week for talks on the stalled peace process in eastern DR Congo, two diplomatic sources said.

Bilateral meetings between the US and each side are scheduled for March 17, with a trilateral meeting on March 18 if progress is made, the sources said.

It would mark the first encounter between the parties since the US Treasury sanctioned the Rwanda Defence Force and four senior officers on March 2.

Washington has publicly alleged that Rwanda supports the M23 rebel group and, therefore, complicates the conflict in eastern DR Congo. Rwanda denies backing M23.

Lightning offensive

The meetings take place as dozens of African government officials gather in Washington for the Powering Africa Summit, including several energy ministers from across the continent.

M23 staged a lightning advance in eastern DR Congo in January 2025 and holds large swathes of territory there.

Rwanda's minister for foreign affairs, a spokesperson for DR Congo's government and the US Department of State were not immediately available for comment.
