Ebonyi Assembly Passes Law Regulating Scrap Trade, House Rents and Agency Fees The Ebonyi State House of Assembly has passed a bill to regulate the sale and handling of metal and electrical scraps, standardise house rents and control estate agency fees across the state. The bill was passed during plenary at the House of Assembly Complex on Nkaliki Road, Abakaliki, under the leadership of Speaker Rt. Hon. Moses Ije Odunwa. It will be cited as the Ebonyi State Sale of Scraps, House Rent and Agent Fees Regulation Law, 2026, and takes effect from August 11, 2026. The legislation seeks to regulate the sale, possession, transportation and disposal of metal and electrical scraps, standardise rents, and curb excessive agency fees charged by both professionals and non-professionals. Under the new law, no person may buy, sell, possess for sale, transport or dispose of metal or electrical scraps except as a licensed dealer in accordance with regulations made under the Act. Two masked individuals stunned New Yorkers on July 1 when they scaled the Empire State Building and unfurled a banner bearing the message: “When the power of love beats the love of power the world knows peace.” 


The dramatic stunt drew immediate attention, with police shutting down nearby streets around 5th Avenue and 34th Street. Witnesses described the pair as looking “like ninjas” as they descended the skyscraper before being taken into custody by the NYPD.


The incident sparked speculation about the duo’s motives. Some onlookers thought it might have been a marriage proposal, while others suggested it was performance art meant to capture attention. 


Stephanie Hazlewood, who works inside the building, said she first learned of the event through a livestream shared by a colleague. While the NYPD confirmed the arrests, they did not immediately release details about potential charges.


Empire State Building officials emphasized that the unauthorized act posed no threat to tenants or visitors, noting that the observation deck remains a safe and iconic location for memorable proposals. 


The building’s spokesperson highlighted that while the stunt was resolved quickly with police coordination, there are official ways to create lasting memories atop “the world’s most famous building.”
