The Nigerian Communications Commission (NCC) has launched an automated, technology-driven framework to strengthen Type Approval compliance for all SIM-enabled devices across the country. This is supported by the newly deployed Device Management System (DMS), an initiative which enables the regulatory body to electronically verify that communications hardware meets strict technical and regulatory standards before it is sold or used in Nigeria.

In a statement by NCC Director Public Affairs, Nnena Ukoha, Under Section 132(2) of the Nigerian Communications Act 2003, all equipment manufacturers, suppliers, and service providers must secure this approval to ensure network integrity and boost consumer confidence.

The rollout has commenced its first phase, focusing on onboarding current retail stock and setting up strict registration pipelines for future imports. The system establishes a Central Equipment Identity Register (CEIR) to track the International Mobile Equipment Identity (IMEI) numbers of all active devices. The commission is collaborating closely with the Nigeria Customs Service, Original Equipment Manufacturers (OEMs), and market associations to ensure that any unregistered or illegally imported device is blocked from operating on Nigerian networks.

Beyond the mandatory regulatory compliance, the platform is designed to tackle broader market challenges, such as curbing the influx of black-market electronics and allowing stolen phones to be blacklisted across all national mobile networks. The Apex telecommunications regulator assured the public that the DMS is strictly an identification and compliance tool. The system only stores device hardware data like IMEI numbers, meaning the commission cannot access user files, track personal data, or monitor private communications
